[4] For the LORD taketh pleasure in His people: He will beautify the meek with salvation.
This is an amazing truth, that is, the God who created everything taking delight in us. This does not mean there is an old man sitting somewhere smiling at us as we dance and play musical instruments for Him. It is that God appreciates the fact that we honor Him and trust Him with our lives.
It means what the second half of the verse says: He delights in us and delights in our humbleness before Him by giving us eternal salvation. One may think of it this way: What does it take to get saved? First we have to acknowledge that God exists and that He is in charge of our lives and we are not. Even before we can accept Jesus' payment for our sins, we have to acknowledge our need to humble ourselves before Him, and that is the point here.
[5] Let the saints be joyful in glory: let them sing aloud upon their beds.
