[1] Praise ye the LORD. Sing unto the LORD a new song, and His praise in the congregation of saints.
This Psalm continues the discussion of who should praise God. The difference between the last Psalm and this one is the attention that all people should appreciate Him. This 149th Psalm focuses specifically on believers. The idea is in effect, "Let all of us who understand that He guides our lives and have some understanding of what He desires of our lives take a moment, praise Him and appreciate all He does for our lives."
[2] Let Israel rejoice in Him that made him: let the children of Zion be joyful in their King.
Israel has a double obligation when it comes to praising God. After all, He created them in the first place, and He is also their King. Every believer should be grateful to know the One who knows everything and desires to guide us to do His will.
[3] Let them praise His name in the dance: let them sing praises unto Him with the timbrel and harp.
This is the only verse in this Psalm that focuses on how we should praise God. This verse says in effect it is acceptable to praise God by dance or music. The "timbrel" would be what we know as the tambourine. Dancing and music were typical modes off worship in the temple (see 30:11; 87:4).
These verses are not saying we have to praise God these particular ways. They are just giving ways that are acceptable to Him. If we have a particular talent to honor God, we must do it with the blessings of our local church.
